SO2 Data Requirements Rule Implementation Information
To help implement the 2010 Sulfur Dioxide (SO2) National Ambient Air Quality Standards (NAAQS), EPA’s Data Requirements Rule (DRR) directs air agencies to monitor or model ambient SO2 levels in areas with large sources of SO2. The DRR establishes that air agencies must, at a minimum, characterize air quality around sources that emit 2,000 tons per year (tpy) or more of SO2. An air agency may avoid the requirement for air quality characterization near a source by adopting federally enforceable emission limits that ensure that the source will emit less than 2,000 tpy of SO2. By January 15, 2016, the DRR required states to submit to the EPA a list of all sources in the state that exceed the 2,000 tpy SO2 emissions threshold based on the most recent available emissions data. The EPA and our air agency partners will rely on this list to generate timely air quality information that may be used to inform future designations, redesignations, or other decisions concerning attainment of the 2010 primary SO2 NAAQS. The documents posted below were submitted by state air agencies to meet the January 15, 2016 requirements.
The EPA will be preparing responses to the state submittals and will be adding sources to the lists that require characterization as appropriate. The EPA response letters will be posted on this site at a later date. The EPA will also be posting a compiled version of the source lists, with EPA revisions, at a later date.
